The project will be implemented by Lom Municipality in partnership with the Roma Lom Foundation and the SAVE A CHILD Foundation from Trondheim, Norway.
The project is valued at 461,642 euros and will be implemented over a period of 25 months.
The project "Comprehensive Model for Early Childhood Education and Care in Lom Municipality" addresses the needs of the most vulnerable individuals from local communities in Lom Municipality.
Main Target Groups:
- 350 children aged 0 to 6 years from isolated and impoverished urban areas in Lom Municipality, with a concentration of issues that create risks of poverty, social exclusion, and marginalization;
- 200 parents, guardians, or caregivers.
The overall objective of the project is to provide support to young children and families from vulnerable groups in Roma communities in Lom Municipality to improve access to healthcare, develop parenting skills, improve the family environment, increase children's school readiness, and reduce the intergenerational transmission of poverty.
SPECIFIC OBJECTIVES

To create, establish, develop, and expand 3 functionally connected hubs (one of which will be mobile, with a focus on the "Humata" neighborhood, which is the most geographically isolated and practically outside the regulation area) to provide integrated early childhood education and care services for children in the target groups and their parents. These hubs will:
- Provide support for early childhood children and facilitate access to education;
- Improve access to social and healthcare services for children from vulnerable groups;
- Support the transition from family to formal educational settings.

To develop a model for integrated measures to improve access to education, protect health, and develop social skills for children aged 0-6 years in the municipality.

To pilot a social-emotional learning model, an innovative social service model for piloting early learning practices in the home environment, and the "Toy Library" model.

To ensure active community participation in planning and implementing the measures in the municipality.

To share good practices with organizations working in early childhood development and strengthen bilateral relations between Bulgaria and Norway.

To further develop the model for integrated measures aimed at improving access to education, protecting health, and developing social skills for children aged 0-6 years in the municipality.

To pilot the social-emotional learning model, the innovative social service model for piloting early learning practices in home environments, and the "Toy Library" model.

To ensure the active involvement of the local community in planning and implementing these measures.
